As you said, it's not the hole punch cloud that has been discussed in other topics here. I have seen this cloud form several times. The first I remember was near Swanson, West Auckland in about '96. More recently I have seen it twice in the last year over Upper Hutt, Wellington.
I think it's plumes of warm air (from convection) punching holes in a thin layer of cloud by evaporating the cloud droplets. The result is a delicate lacy effect. The cloud shape and patterns change quite quickly. The first case I saw in Auckland was quite spectacular and covered much of the northern end of the Waitakere Ranges.
I don't know if there is a formal name in the classical cloud nomenclature system and I am happy to go with the name you've suggested.
This cloud formation is probably a Cirrocumulus stratiformis lacunosus or Altocumulus stratiformis lacunosus cloud formation. I saw one of the above up here (Northland) last week, a very pretty and not all too common sight. Here is another example:
