How many of the things that he mentioned in his editorial have already happened?
The tidal wave the day after Christmas in 2005?
Hurricane Katrina and Rita?
The snow storm in the midwest that is going on right now?
The HUGE floods in Europe over the last few years?
The many earthquakes in Iran and Turkey?
The hurricane in Central American that hovered in one place for days?
Global warming?
El Nino?
Ice bergs melting and breaking away?
HAARP?
Senator Pell is right. While the United States may control some aspects of weather modification, you know full well that Russia and China are right behind us!
Will the quest for the ultimate weapon turn our planet into something that is not habitable by humans, animals or plants?
When will the little boys with the big toys stop playing god?

: The U.S. and other world powers should sign a treaty to outlaw
: the tampering with weather as an instrument of war.
: It may seem farfetched to think of using weather as a weapon -
: - but I'm convinced that the U.S. did in fact use
: rainmaking techniques as a weapon of war in Southeast Asia.
: I'm convinced we did because the Pentagon Papers contained a
: recommendation that an existing weather modification

Let's understand this clearly... you are suggesting that
1) all those earthquakes, storms, climate change and so on are the result of deliberate and intentional intervention by some human agency or other, and
2) that the good senator's editorial is evidence that he specifically predicted those particular events, and
3) weather modification on that scale, and remotely triggering earthquakes and the like, is a feasible proposition?
Frost fighters expend a lot of fuel and effort and are barely able to raise the near-ground air temperature a few degrees. What chance do you have of
creating a hurricane and then controlling its movement? ... Zip.
