I receive the same email newsletter and just now logged on to post the same link you have! :D

This is an article well worth reading!!

I don't know if I'm laughing though... This looks to me like the beginning of a campaign to get "The Public" to demand that the military do something to control the weather.

Hmmm. Could be. What is it they say? When they allow the introduction or acknowledgement of a technology or capability into the public arena, it's already obsolete. No doubt their capabilities are way in advancement of what they admit to for public consumption.
