This isnt anything new, there have been conspiracy theories for years that TPTB have been developing and using RF, Electromagnetism and plasma weapons.
Some believe that the US military has and is using these technologies in the battle field.

unfortunately, not surprising.
the cia has been experimenting with latent mental programming for decades. it is alleged that in 90s, the cia were working with the new zealand police and conducting these experiments on new zealanders without their knowledge or consent.
also, it is alleged that tvnz with the help of the cia, used subliminal advertising/messaging to persuade viewers in strategic regions to vote labour or the new zealand party to secure the election for labour in 1984 and ensure muldoon's defeat.
