Actually one of my favorite theories on Chemtrails is that they are being used as a way of detecting Scalar weather modification weapons use over 'western' territory. Sometimes called Tesla Howitzers, these weopons are very hard to detect but by laying a trail of barium/aluminium oxide and carbon black in the atmosphere the tell tale signs of Scalar activity can be spotted and mapped.
Some say these weapons are already in use and that Hurricane Katrina and other recent events are the result of such geo-weapons.
This reason for Chemtrails would also perhaps explain why spraying activity is often focused over military and spy installations which would be targets for Scalar weapons use. Also the Chemtrail spraying appears to have started around 97 at around the same time these Scalar weapons appear to have come online.
