have we gone so far over the abyss, that human life in this country is worth nothing? why isn't the government exposing those businesses who have contributed to three deaths and countless other suffering here in christchurch.
or, is it that the government has been so slack as to have ignored this entirely? let's see, we've known about the transmission mechanism of this deadly bacteria since 1978. cooling towers.
if there is no building code legislation or osh requirement to have these towers checked and maintained, then this could be viewed as an accident. if there is, then this is negligence and a tort.
either way, for the safety of the community, names should be named, the towers should be cleaned ASAP. an ongoing monitoring program then needs to begin for all similar towers in the country.
people affected should have rights of recovery:
1. through ACC (if it was an accident)
2. through civil claim against property owner (if negligence)
watch this one folks.. how much you want to bet that these poor people get gazumped by the local government and the courts.

Many examples spring to mind... the current situation with the Kaitaki ferry in Tory channel travelling at speeds beyond the legal levels in order to 'make up time' for berthing problems... dioxin emissions in New Plymouth... the creation of marine reserves, above ground high voltage electricity over populated areas.
Stemming environmental or health disasters often seems to be secondary to making sure that businesses are not hurt or disadvantaged. Those who view the world as a resource to be exploited (as opposed to something to appreciate, protect and maintain for future generations), would seem to be prepared to destroy their immediate environment and the people in it, rather than have profits affected...
