Forget cameras - spy device will cut drivers’ speed by satellite
The satellite-based system will monitor the speed limit and apply the brakes or cut out the accelerator if the driver tries to exceed it. A government-funded trial has concluded that the scheme promotes safer driving.
Drivers in London could be among the first to have the “speed spy” devices fitted. They would be offered a discount on the congestion charge if they use the system...
The trial Skodas were fitted with a black box containing a digital map identifying the speed limits of every stretch of road in Leeds. A satellite positioning system tracked the cars’ locations.
The Department of Transport apparently say that they have no plans for this system to become mandatory, however, they are considering creating a digital map of all Britain's roads which would 'pave the way' for a national intelligent speed adaptation system. (why would they go to all that trouble, without a plan to make it mandatory?!!)
In my mind, having your car cut out or suddenly apply the brakes while driving could be a serious safety risk, particularly if it happens in a location where there is no safe pullover option (in the case of the car cutting out altogether), or if the flow of traffic is dictating the speed, or if you need to speed up for a safety reason, or perhaps, even in the act of overtaking a slow vehicle... In fact, this kind of system could cause chaos. Once again, technology removes discretion from the equation, inching closer to a world where everything is either black or white.
And another thing, does this mean we could all eventually be driving Skodas? :?

Actually I cringed when I saw that news briefly the other day. This sort of stuff makes people less able to make their own decisions and react to any given situations as you indicate above. The fact that trials show people are more careful and stick to the speed limit may sound good to some but it sounds like more reason for fear and less freedom to me.
I spotted another thing today about biometric palm scanners being produced.
Now that poses a challenge for plastic surgeons for the likes of Mission Impossible candidates :-k

Regarding the system to over-ride the control of your car, I agree with the views expressed here already. Such an intervention is MORE dangerous than the problem it is supposed to solve.
Thankfully for us, the fact that something is legislated as manditory, doesn't mean you have to do it.
Speedometres and odometres have been manditory for decades... and for decades some people have been disconnecting them. I dare say Big Brother's black box would be safer for all concerned, with a couple of wires snipped!
