Tony Blair is continuing to champion the case for a National ID Card, in the face of twenty of his Labour MPs rebelling yesterday against the plan, including former actress Glenda Jackson, slashing his majority from 67 to 31 on the issue. Apparently, "the bill, which now faces a tough time in its committee stage, did secure a second reading though - by 314 votes to 283", .
Information Commissioner Richard Thomas expressed concerns about the plan:

Mr Thomas warned that the extent of the information retained on a proposed national identity register was "unwarranted and intrusive". He cited the obligation on people to tell the government all the addresses where they had lived, arguing it was difficult to see the relevance of this information. Other initiatives such as closed circuit television surveillance, automatic number-plate recognition and congestion charging were serving to build a detailed picture of people's lives.
The creation of this detailed data trail of individuals' activities was "particularly worrying". The commissioner was "concerned each development puts in place another component in the infrastructure of a surveillance society".
Couldn't agree more.
Conservative shadow home secretary David Davis said that a future Tory government would scrap identity cards (Yeah Right!), adding that Labour's legacy would be "surveillance from cradle to grave".

I have never been a big political follower in the past but am I right in presuming to get a bill like this passed all they need is 50% + 1 majority?

I presume so. If you have a majority of 31, I would think that it means you have 31 more people on your side, than the opposition - hence you have a majority. The bigger your majority, the more chance you have to succeed in your aims as the likelihood of a few supporters changing their minds is always present, therefore, as long as you can sustain your lead without losing too many, then you are still looking good.
